Narrative:

On leveloff at 9000 ft, the #1 engine would not go above 50 percent N2. Throttle movement had no effect. Declared an emergency and requested a delaying vector. Shut down #1 engine and attempted a normal restart. On the restart the N2 would not go above 40 percent N2. Secured the #1 engine and executed a single engine approach to runway 27L. Normal approach and landing. Single engine taxi to gate. After gate arrival the fueler informed me that I had let the main tanks get out of balance. Landing weight 108000 pounds. The engine was shut down a total of 13 mins.
