Narrative:
Air carrier X climbing out of dca -- getting vectors from departure control on 125.65. We were given heading 160 degrees and 6000 ft. Center said we were tracking 170-175 degrees and, 'come left to 130 degree heading.' on the 130 degree heading and level at 6000 ft we received a TCASII RA to descend at 1300 FPM. We left 6000 ft and got to 5700 ft before we received a clear of conflict command. Returned to 6000 ft and notified dca departure of our deviation. A lear jet was descending at our 1-2 O'clock position showing about 1 mi separation and 300 ft. Departure stated he was not receiving transponder code and I believe he was talking to the lear.

Narrative: ACR X CLBING OUT OF DCA -- GETTING VECTORS FROM DEP CTL ON 125.65. WE WERE GIVEN HDG 160 DEGS AND 6000 FT. CTR SAID WE WERE TRACKING 170-175 DEGS AND, 'COME L TO 130 DEG HDG.'
