Narrative:
There was evidently a helicopter operating in the departure corridor of the peble departure off runway 27 at san. Air carrier never saw him but reacted to the TCASII advisory by continuing our steep climb and looking out the window. First call-up to tower was no communication, he was 'on the phone.' on this departure, we initiated a turn to 195 at 400 ft. The incident occurred almost immediately after. I do not think anyone ought to be in that area with departures in progress. If the tower operator was aware of his presence, he should have said something. We were operating that flight with an inoperative anti-skid system. This meant that although we were not too heavy, we had to use full power. Consequently we were at a fairly high deck angle right after takeoff, this may have been why we never saw the traffic.

Title: ACR X TCASII RA HAD NMAC LTSS FROM HELI IN TCA. SYS ERROR.
Narrative: THERE WAS EVIDENTLY A HELI OPERATING IN THE DEP CORRIDOR OF THE PEBLE DEP OFF RWY 27 AT SAN. ACR NEVER SAW HIM BUT REACTED TO THE TCASII ADVISORY BY CONTINUING OUR STEEP CLB AND LOOKING OUT THE WINDOW. FIRST CALL-UP TO TWR WAS NO COM, HE WAS 'ON THE PHONE.' IF THE TWR OPERATOR WAS AWARE OF HIS PRESENCE, HE SHOULD HAVE SAID SOMETHING. WE WERE OPERATING THAT FLT WITH AN INOP ANTI-SKID SYS. THIS MEANT THAT ALTHOUGH WE WERE NOT TOO HVY, WE HAD TO USE FULL PWR. CONSEQUENTLY WE WERE AT A FAIRLY HIGH DECK ANGLE RIGHT AFTER TKOF, THIS MAY HAVE BEEN WHY WE NEVER SAW THE TFC.
