Narrative:
Air carrier X on a base leg for a PAR approach to yokota AFB, we noticed traffic on our TCASII instrument at the 10:30 position, climbing into us. We took evasive action by pulling up to approximately 4400 ft after the TCASII warning to 'pull up.' we were not warned of the impending collision by the approach controller at yokota AFB. I asked him why he didn't, he said 'it was a pop-up,' then handed us off to the final controller and we landed on runway 18. One of the passenger told me that he saw an medium large transport coming at us. It shouldn't have been a so-called 'pop-up.'

Title: ACR X TCASII RA CLB HAD NMAC LTSS FROM MLG. EVASIVE ACTION TAKEN. SYS ERROR.
Narrative: ACR X ON A BASE LEG FOR A PAR APCH TO YOKOTA AFB, WE NOTICED TFC ON OUR TCASII INST AT THE 10:30 POS, CLBING INTO US. WE TOOK EVASIVE ACTION BY PULLING UP TO APPROX 4400 FT AFTER THE TCASII WARNING TO 'PULL UP.' WE WERE NOT WARNED OF THE IMPENDING COLLISION BY THE APCH CTLR AT YOKOTA AFB. I ASKED HIM WHY HE DIDN'T, HE SAID 'IT WAS A POP-UP,' THEN HANDED US OFF TO THE FINAL CTLR AND WE LANDED ON RWY 18. ONE OF THE PAX TOLD ME THAT HE SAW AN MLG COMING AT US. IT SHOULDN'T HAVE BEEN A SO-CALLED 'POP-UP.'
