Narrative:
With me flying and the first officer talking on radio, air carrier X inbound on arrival over ldn and aml, descending to 15000 ft. As we turned toward ldn, we received frequency change to iad. During this process we received a TA on traffic ahead and slightly right, below and climbing. I looked for the traffic, but very quickly the TA became an RA, reduce descent then climb. I disengaged autoplt and flew manually. We ended up at 15600 ft to 15700 ft before hearing clear of conflict. I then went back to 15000 ft. During the RA and my maneuvering to comply, the first officer checked in with iad approach and advised them we were working an RA. The controller issued the usual direct aml, but instead of accepting the clearance, the first officer told him we were still complying with an RA and to stand by. After clear of conflict, he advised the controller who reissued direct aml and issued a descent. He then got after us for not coming to his frequency sooner, that he could have turned us direct aml in time to miss the traffic. The first officer told him that we had come as soon as we were issued the change and that if he had a problem, that was who to get after. Somewhere during this time, I made a transmission reviewing for the controller that when we came to him we were in the middle of complying with an RA and that we were not supposed to be changing course until the RA was over. The controller understood, but was very snide with his next couple of xmissions.

Title: ACR X TCASII TA RA HAD POSSIBLE LTSS FROM ACFT EVASIVE ACTION TAKEN CLB.
Narrative: WITH ME FLYING AND THE FO TALKING ON RADIO, ACR X INBOUND ON ARR OVER LDN AND AML, DSNDING TO 15000 FT. AS WE TURNED TOWARD LDN, WE RECEIVED FREQ CHANGE TO IAD. DURING THIS PROCESS WE RECEIVED A TA ON TFC AHEAD AND SLIGHTLY R, BELOW AND CLBING. I LOOKED FOR THE TFC, BUT VERY QUICKLY THE TA BECAME AN RA, REDUCE DSCNT THEN CLB. AFTER CLR OF CONFLICT, HE ADVISED THE CTLR WHO REISSUED DIRECT AML AND ISSUED A DSCNT. HE THEN GOT AFTER US FOR NOT COMING TO HIS FREQ SOONER, THAT HE COULD HAVE TURNED US DIRECT AML IN TIME TO MISS THE TFC. THE FO TOLD HIM THAT WE HAD COME AS SOON AS WE WERE ISSUED THE CHANGE AND THAT IF HE HAD A PROB, THAT WAS WHO TO GET AFTER. SOMEWHERE DURING THIS TIME, I MADE A XMISSION REVIEWING FOR THE CTLR THAT WHEN WE CAME TO HIM WE WERE IN THE MIDDLE OF COMPLYING WITH AN RA AND THAT WE WERE NOT SUPPOSED TO BE CHANGING COURSE UNTIL THE RA WAS OVER. THE CTLR UNDERSTOOD, BUT WAS VERY SNIDE WITH HIS NEXT COUPLE OF XMISSIONS.
