Narrative:
The handoff position for the manhattan sector (la area at sct) cannot hear the lax tower rundowns (aircraft that will enter dr-1 airspace) and help dr-1 listen to readbacks. The handoff hears both, which leads to confusion. The handoff approves/disapproves various headings off all runways. It is very unsafe when 2 things are being channeled into 1 ear. A ucr was filed well over a year ago yet nothing has been done to correct this problem. If not corrected, the tower (lax) may issue an incorrect heading.
