Narrative:

While performing the published VOR runway 13L approach at jfk, we received 4 or 5 TCASII RA warnings during descent from the FAF (cri) altitude of 1500 ft MSL to the MDA of 1013 ft MSL. We followed each RA by climbing as directed on the eadi until the RA disappeared. However, the series of climbing maneuvers left us too high for a safe landing, resulting in a go around. The following VOR runway 13L approach was uneventful. Jfk tower reported no traffic in our vicinity during the time of the RA warnings.
