Narrative:
Departed bwi en route cle climbing to FL350. We got an intermediate leveloff at FL280. In the climb we were in and out of clouds and had anti-ice system on and off several times. We also encountered some heavy turbulence from FL160 to FL200 so we were distraction by those factors. The controller called and said he showed us at FL285 when we leveled off at FL280. I looked at my altimeter and found that I had neglected to set 29.92. This was immediately corrected and we leveled at the proper altitude. A contributing factor to this situation was the departure station altimeter setting of 29.42. This is easily mistaken for 29.92 at a glance and I think that I thought that I had set 29.92 in the climb.
