Narrative:
VMC, although hazy, we were cleared for ILS runway 23L to cle. The approach and landing was routine. We were cleared to contact tower at the OM. My first officer was busy responding to checklist procedures and my calls for gear down and flaps and landing checklist. On landing he realized we had not contacted tower for landing clearance. I had failed to verify landing clearance with him. We contacted tower at end of landing roll and they switched us to ground with no comment. Perhaps more diligence and attention on my part would have prevented this. This was our third day to fly and I had no reason to double-check the first officer duties. The most significant factor was having to wait to contact tower at the OM. Most airports seem to be handing aircraft off to tower directly, ie, 'contact the tower now on...' instead of at a point later in the approach. (Iah, one of our large hubs, does this regularly.) I recommend strongly that all of ATC adopt the 'contact tower now,' procedure.
