Narrative:
Air carrier X MD80 was cleared for a visual approach to runway 9L at miami after the flight crew reported the field in sight. Radar testing was in progress at miami, the ARTS system was down and primary radar was used as the method of tracking. When I was able to switch from the fll ASR 9 to the mia ASR 9, then received a presentation of the triple slash beacon returns on the aircraft I was monitoring. I observed X on the short final to opf airport and immediately advised the mia tower local ATC's to send X around.

Title: ACR X MADE VISUAL APCH TO WRONG ARPT. ACFT GAR.
Narrative: ACR X MD80 WAS CLRED FOR A VISUAL APCH TO RWY 9L AT MIAMI AFTER THE FLC RPTED THE FIELD IN SIGHT. RADAR TESTING WAS IN PROGRESS AT MIAMI, THE ARTS SYS WAS DOWN AND PRIMARY RADAR WAS USED AS THE METHOD OF TRACKING. WHEN I WAS ABLE TO SWITCH FROM THE FLL ASR 9 TO THE MIA ASR 9, THEN RECEIVED A PRESENTATION OF THE TRIPLE SLASH BEACON RETURNS ON THE ACFT I WAS MONITORING. I OBSERVED X ON THE SHORT FINAL TO OPF ARPT AND IMMEDIATELY ADVISED THE MIA TWR LCL ATC'S TO SEND X AROUND.
