Narrative:
I was on an IFR clearance to keene, nh, on the beginning of an ILS approach with an instrument student. At 3000 ft MSL, ZBW advised traffic at 10 O'clock, nebound, 2900 ft. I did not see him at first, then just as I was about to cancel the IFR for this practice approach, center came on again and said you should see him now, right in front of you. The other aircraft was to my immediate left, but slightly lower. My student, under the hood, had no knowledge of this. I immediately pushed up as a precaution, as he passed under me. I think 3 things caused this close encounter. 1) the other aircraft not observing right of way rules (I was to his right), 2) he may not have ever seen me, 3) I should have paid more attention, something hard to do when a student is practicing and you are monitoring his performance.
