Narrative:

After reporting on CTAF that a glider tow was taking off runway 11 (me), the C-150 I was operating proceeded with takeoff. The tow plane had climbed to 150 ft AGL when the tow crossed the intersection of runway 23. The PA28 was taking off runway 23. It passed directly overhead of the blanik L-13 I was towing. The other aircraft did not report on CTAF their intentions. I saw the other aircraft for the first time at the intersection. The other pilots did not see the other (C-150) until just before the intersection. All traffic that had landed previous to this incident had landed on runway 5 which the wind favored. A row of hangars stand between threshold of runway 23 and runway 11 making it impossible for 2 aircraft to see each other until the takeoff roll starts. Move the beginning of runway 11 east 500 ft, this will allow pilots to see each other from runway 23 and runway 11. Remove the trees between runway 11 threshold and runway 5 this will allow pilots to see each other.

Title: RPTR'S ACFT TOWS GLIDER INTO CONFLICT WITH ACFT DEPARTING ON INTERSECTING RWY.

Narrative: AFTER RPTING ON CTAF THAT A GLIDER TOW WAS TAKING OFF RWY 11 (ME), THE C-150 I WAS OPERATING PROCEEDED WITH TKOF. THE TOW PLANE HAD CLBED TO 150 FT AGL WHEN THE TOW CROSSED THE INTXN OF RWY 23. THE PA28 WAS TAKING OFF RWY 23. IT PASSED DIRECTLY OVERHEAD OF THE BLANIK L-13 I WAS TOWING. THE OTHER ACFT DID NOT RPT ON CTAF THEIR INTENTIONS. I SAW THE OTHER ACFT FOR THE FIRST TIME AT THE INTXN. THE OTHER PLTS DID NOT SEE THE OTHER (C-150) UNTIL JUST BEFORE THE INTXN. ALL TFC THAT HAD LANDED PREVIOUS TO THIS INCIDENT HAD LANDED ON RWY 5 WHICH THE WIND FAVORED. A ROW OF HANGARS STAND BTWN THRESHOLD OF RWY 23 AND RWY 11 MAKING IT IMPOSSIBLE FOR 2 ACFT TO SEE EACH OTHER UNTIL THE TKOF ROLL STARTS. MOVE THE BEGINNING OF RWY 11 E 500 FT, THIS WILL ALLOW PLTS TO SEE EACH OTHER FROM RWY 23 AND RWY 11. REMOVE THE TREES BTWN RWY 11 THRESHOLD AND RWY 5 THIS WILL ALLOW PLTS TO SEE EACH OTHER.
