Narrative:
Cleared to cross 35 mi from msy at 11000 ft. A crossing fix was built by the captain and I confirmed it was correct. Then the restr was put over msy, not the 35 mi fix. This was caught too late to comply. We offered to turn, but the response was a frequency change over to msy arrival. As soon as possible after the problem was found, everything was done to comply with the restr.

Title: XING RESTR NOT MET.
Narrative: CLRED TO CROSS 35 MI FROM MSY AT 11000 FT. A XING FIX WAS BUILT BY THE CAPT AND I CONFIRMED IT WAS CORRECT. THEN THE RESTR WAS PUT OVER MSY, NOT THE 35 MI FIX. THIS WAS CAUGHT TOO LATE TO COMPLY. WE OFFERED TO TURN, BUT THE RESPONSE WAS A FREQ CHANGE OVER TO MSY ARR. AS SOON AS POSSIBLE AFTER THE PROB WAS FOUND, EVERYTHING WAS DONE TO COMPLY WITH THE RESTR.
