Narrative:
Aircraft #1 landing at uncontrolled airport (williamsburg/jamestown, va). Announced position on unicom: entering downwind, base leg, final approach. Aircraft #2 seen holding off runway, then took takeoff position while aircraft #1 on final leg. When aircraft #1 approximately 1/4 mi or less from threshold at approximately 150 ft AGL, aircraft #2 began takeoff roll. PIC of #1 advised via unicom of position as did FBO attendant who was monitoring unicom. Aircraft #2 did not respond and continued takeoff. Aircraft #1 was forced into low-level evasive action (go around with climbing turn to left). Aircraft #2 continued departure and never acknowledged radio calls. (Radio off or wrong frequency?) PIC of aircraft #1 felt #2 was in hold position even though no acknowledgment from aircraft #2. No contact, injuries or damage to either aircraft.

Title: PA28 APCHING TO LAND AT NON TWR ARPT HAS SECOND SMA TAXI INTO POS AND START TKOF ROLL.
Narrative: ACFT #1 LNDG AT UNCTLED ARPT (WILLIAMSBURG/JAMESTOWN, VA). ANNOUNCED POS ON UNICOM: ENTERING DOWNWIND, BASE LEG, FINAL APCH. ACFT #2 SEEN HOLDING OFF RWY, THEN TOOK TKOF POS WHILE ACFT #1 ON FINAL LEG. WHEN ACFT #1 APPROX 1/4 MI OR LESS FROM THRESHOLD AT APPROX 150 FT AGL, ACFT #2 BEGAN TKOF ROLL. PIC OF #1 ADVISED VIA UNICOM OF POS AS DID FBO ATTENDANT WHO WAS MONITORING UNICOM. ACFT #2 DID NOT RESPOND AND CONTINUED TKOF. ACFT #1 WAS FORCED INTO LOW-LEVEL EVASIVE ACTION (GAR WITH CLBING TURN TO L). ACFT #2 CONTINUED DEP AND NEVER ACKNOWLEDGED RADIO CALLS. (RADIO OFF OR WRONG FREQ?) PIC OF ACFT #1 FELT #2 WAS IN HOLD POS EVEN THOUGH NO ACKNOWLEDGMENT FROM ACFT #2. NO CONTACT, INJURIES OR DAMAGE TO EITHER ACFT.
