Narrative:
Air carrier X departed abe runway 24 and departure control had us level at 8000 ft, heading 290 degrees. At approximately 25 mi wnw of abe, we got a TCASII TA. The target showed close to 5 mi and the captain reduced scale to 5 mi while I looked for visual contact. Within seconds, we got an RA to descend, with the target, now visual at 11:30 and opposite direction, level at 8000 ft. (The captain had noticed from the TA that he was at that time 500 ft below us and appeared to be leveling at 8000 ft.) almost simultaneously with the RA to descend, we were told by departure to climb to 9000 ft. As the captain was already descending in response to the RA, I told departure same. He rogered and we watched what appeared to be a falcon jet pass about 600 ft above and about 900 ft to the left of us. Once clear of the traffic, I asked departure for instructions and he reclred us to 9000 ft. I advised him our traffic was a possible falcon, but got no further comment from him regarding the incident. The conflict aircraft may have been heading around 060 degrees.

Title: CPR JET CLB TO OCCUPIED ALT HAD LTSS FROM ACR X. SYS ERROR.
Narrative: ACR X DEPARTED ABE RWY 24 AND DEP CTL HAD US LEVEL AT 8000 FT, HDG 290 DEGS. AT APPROX 25 MI WNW OF ABE, WE GOT A TCASII TA. THE TARGET SHOWED CLOSE TO 5 MI AND THE CAPT REDUCED SCALE TO 5 MI WHILE I LOOKED FOR VISUAL CONTACT. WITHIN SECONDS, WE GOT AN RA TO DSND, WITH THE TARGET, NOW VISUAL AT 11:30 AND OPPOSITE DIRECTION, LEVEL AT 8000 FT. (THE CAPT HAD NOTICED FROM THE TA THAT HE WAS AT THAT TIME 500 FT BELOW US AND APPEARED TO BE LEVELING AT 8000 FT.) ALMOST SIMULTANEOUSLY WITH THE RA TO DSND, WE WERE TOLD BY DEP TO CLB TO 9000 FT. AS THE CAPT WAS ALREADY DSNDING IN RESPONSE TO THE RA, I TOLD DEP SAME. HE ROGERED AND WE WATCHED WHAT APPEARED TO BE A FALCON JET PASS ABOUT 600 FT ABOVE AND ABOUT 900 FT TO THE L OF US. ONCE CLR OF THE TFC, I ASKED DEP FOR INSTRUCTIONS AND HE RECLRED US TO 9000 FT. I ADVISED HIM OUR TFC WAS A POSSIBLE FALCON, BUT GOT NO FURTHER COMMENT FROM HIM REGARDING THE INCIDENT. THE CONFLICT ACFT MAY HAVE BEEN HDG AROUND 060 DEGS.
