Narrative:
Kansai approach control cleared us to climb to FL190. At approximately 14000 ft the TCASII announced 'traffic,' then an RA 'monitor vertical speed,' followed immediately by 'climb, traffic, climb.' maximum power was applied and climb initiated. The RA was resolved, however, the last altitude difference was 200 ft. Target was on same track in opposite direction. Flight was in IMC, at no time was visual contact made. Targets were merged on the 10 NM scale when the RA was announced. There were no injuries to the passenger, crew, or aircraft. Flight continued as scheduled and arrived at destination without further incident. Supplemental information from acn 311087: TCASII RA during departure from kansai international, on goboh departure (kec transition). In close proximity to gbe VOR. The situation resolved very rapidly, however we had a 200 ft separation (vertically) from opposite direction descending traffic which passed through our altitude.

Title: WHILE ESTABLISHED ON A SID, A B747-400 FLC RECEIVED A TCASII RA AND TOOK EVASIVE ACTION.
Narrative: KANSAI APCH CTL CLRED US TO CLB TO FL190. AT APPROX 14000 FT THE TCASII ANNOUNCED 'TFC,' THEN AN RA 'MONITOR VERT SPD,' FOLLOWED IMMEDIATELY BY 'CLB, TFC, CLB.' MAX PWR WAS APPLIED AND CLB INITIATED. THE RA WAS RESOLVED, HOWEVER, THE LAST ALT DIFFERENCE WAS 200 FT. TARGET WAS ON SAME TRACK IN OPPOSITE DIRECTION. FLT WAS IN IMC, AT NO TIME WAS VISUAL CONTACT MADE. TARGETS WERE MERGED ON THE 10 NM SCALE WHEN THE RA WAS ANNOUNCED. THERE WERE NO INJURIES TO THE PAX, CREW, OR ACFT. FLT CONTINUED AS SCHEDULED AND ARRIVED AT DEST WITHOUT FURTHER INCIDENT. SUPPLEMENTAL INFO FROM ACN 311087: TCASII RA DURING DEP FROM KANSAI INTL, ON GOBOH DEP (KEC TRANSITION).
