Narrative:
Descending in VMC on cartr 1 arrival we leveled at 12000 ft MSL, I was scanning out the left window when an aircraft caught my scan, it was climbing directly toward us from under the left wing, it approached rapidly and I recognized it as an F18. Simultaneously as I tried to communicate with the first officer who was flying our aircraft, we received a TA from the TCASII. At the same time I saw the F18 make an evasive rolling descending maneuver which showed only the underside of the aircraft. I requested the telephone number for ZLC from the controller to find out about the military aircraft involved. Fast moving military aircraft should not be working in such close proximity to the arrival rtes for slc international unless they are communicating with slc approach or center.

Title: WHILE ESTABLISHED ON AN ARR, THE FLC OF AN LTT RECEIVED A TCASII TA FROM AN F18. THE F18 TOOK EVASIVE ACTION. RPTR COMMENTS THAT HIGH SPD MIL ACFT SHOULD NOT BE OPERATING IN CLOSE PROX TO ARR RTE WITHOUT ATC COM. POTENTIAL CONFLICT.
Narrative: DSNDING IN VMC ON CARTR 1 ARR WE LEVELED AT 12000 FT MSL, I WAS SCANNING OUT THE L WINDOW WHEN AN ACFT CAUGHT MY SCAN, IT WAS CLBING DIRECTLY TOWARD US FROM UNDER THE L WING, IT APCHED RAPIDLY AND I RECOGNIZED IT AS AN F18. SIMULTANEOUSLY AS I TRIED TO COMMUNICATE WITH THE FO WHO WAS FLYING OUR ACFT, WE RECEIVED A TA FROM THE TCASII. AT THE SAME TIME I SAW THE F18 MAKE AN EVASIVE ROLLING DSNDING MANEUVER WHICH SHOWED ONLY THE UNDERSIDE OF THE ACFT. I REQUESTED THE TELEPHONE NUMBER FOR ZLC FROM THE CTLR TO FIND OUT ABOUT THE MIL ACFT INVOLVED. FAST MOVING MIL ACFT SHOULD NOT BE WORKING IN SUCH CLOSE PROX TO THE ARR RTES FOR SLC INTL UNLESS THEY ARE COMMUNICATING WITH SLC APCH OR CTR.
