Narrative:

On downwind to ict descending for landing got a TCASII TA. Saw a target 200 ft above less than 1 mi (inside aircraft cross). First officer called out traffic left at 9 O'clock descending through our altitude. Turned aircraft to right. ATC surprised and called for turn but it was too late. Cessna citation descending at a high rate and airspeed crossed in front and through our altitude and continued on to ict for landing. Called ATC control on landing and was told they were as surprised as we were. They had talked to citation and he was VFR and 'saw us.' VFR test hops ought to be talking to approach control a lot sooner. After cessna passed us they called approach. 'No problem' for citation near miss and required extended pattern for us and after incident controller 'rattled' so bad he was basically substandard for us until we landed.

CALLED ATC CTL ON LNDG AND WAS TOLD THEY WERE AS SURPRISED AS WE WERE. THEY HAD TALKED TO CITATION AND HE WAS VFR AND 'SAW US.' VFR TEST HOPS OUGHT TO BE TALKING TO APCH CTL A LOT SOONER. AFTER CESSNA PASSED US THEY CALLED APCH. 'NO PROB' FOR CITATION NEAR MISS AND REQUIRED EXTENDED PATTERN FOR US AND AFTER INCIDENT CTLR 'RATTLED' SO BAD HE WAS BASICALLY SUBSTANDARD FOR US UNTIL WE LANDED.
