Narrative:
TCASII showed approaching aircraft at 8000 ft northbound. Our RA commanded to stop descent, visually sighted 'lake amphibian' northbound as RA was given, first officer (flying) leveled aircraft at 8400 ft to pass directly above conflicting aircraft. ZMA did not advise us of traffic prior to 'kubic' and handed us off to fll approach. Center handoff was with incorrect frequency (gave us mia approach who gave us correct frequency). Notified fll approach of RA TCASII and type of aircraft at 8000 ft MSL crossing just west of 'kubic.' approach checked back with ZMA and advised us that they were not in contact with or working any aircraft that we saw. This is one more possible mid-air that TCASII prevented -- that ATC could not have.

Title: NMAC WITH NORAC TFC BY ACR LGT.
Narrative: TCASII SHOWED APCHING ACFT AT 8000 FT NBOUND. OUR RA COMMANDED TO STOP DSCNT, VISUALLY SIGHTED 'LAKE AMPHIBIAN' NBOUND AS RA WAS GIVEN, FO (FLYING) LEVELED ACFT AT 8400 FT TO PASS DIRECTLY ABOVE CONFLICTING ACFT. ZMA DID NOT ADVISE US OF TFC PRIOR TO 'KUBIC' AND HANDED US OFF TO FLL APCH. CTR HDOF WAS WITH INCORRECT FREQ (GAVE US MIA APCH WHO GAVE US CORRECT FREQ). NOTIFIED FLL APCH OF RA TCASII AND TYPE OF ACFT AT 8000 FT MSL XING JUST W OF 'KUBIC.' APCH CHKED BACK WITH ZMA AND ADVISED US THAT THEY WERE NOT IN CONTACT WITH OR WORKING ANY ACFT THAT WE SAW. THIS IS ONE MORE POSSIBLE MID-AIR THAT TCASII PREVENTED -- THAT ATC COULD NOT HAVE.
