Narrative:
Bay approach direct to enter left downwind runway 29 at orabu 2K bay approach, handoff to sjc tower abeam tower downwind ask sjc tower for runway 30R. Sjc tower clears change to runway 30R, 'follow cessna on final.' reduced power to 15 inches, 15 degree flaps, turn base, need to slow for traffic, put gear switch down and flaps to 35 degrees, overtaking traffic on final and cleared to land by tower. Ask for change to runway 30L to avoid traffic on final. Tower approves change and clears to land runway 30L. Have conversation with passenger about runway change. Reduce power to 12 inches at flare, plane begins to sink, gear horn goes off. Immediate application of full power, nose propellers and propellers strike runway surface. Inform tower that I will go around, as gear was not extended. Tower approves and said they hadn't noticed lack of gear. I noticed gear switch had been bumped to center (off) position. Climb to tpa, extend gear successfully, cleared to land runway 30R, complete landing, tower says 'good checklist?' taxi to park. Factors: 3 position gear switch (up, off, down), no gear horn above 12 inches manifold pressure or full flaps not linked to horn, lack of check on my part (3 in green), multiple runway changes on final, passenger distrs on final. This plane has been previously landed gear-up by other person, same switch position (off). Propeller strike was minor, no engine stoppage. No fuselage or wing damage.
