Narrative:
Aircraft Y, C182, operating in and around edge of TCA, air carrier X, a B757, declared near mid-air. Previous aircraft never saw traffic. I pointed the traffic out to all aircraft at about 4 mi. Supplemental information from acn 313541: aircraft Y, a VFR government aircraft, was operating in the TCA without a clearance when air carrier X, a B757, declared a near mid-air.
