Narrative:
Aircraft climbed through our altitude, FL350 2 DME south tbg VOR. Received TA approximately 5 mi at 12 O'clock, 1500 ft below and climbing. Were unable to acquire visually. Intruder continued to climb through our altitude. Passed approximately 1.5 mi east, 500 ft below, according to TCASII. Questioned panama ATC, non radar contact, first sign of TA. Attempted to get information on other aircraft. Was told to stand by. Different controller took over frequency. Gave no information.

INTRUDER CONTINUED TO CLB THROUGH OUR ALT. PASSED APPROX 1.5 MI E, 500 FT BELOW, ACCORDING TO TCASII. QUESTIONED PANAMA ATC, NON RADAR CONTACT, FIRST SIGN OF TA. ATTEMPTED TO GET INFO ON OTHER ACFT.
