Narrative:
Air carrier X having departed iah airport was level 12000 ft tracking V13 (humble VOR 207 degree radial) to intercept the 062 degree radial of victoria VOR. A gulfstream ii aircraft (from hobby airport) passed underneath from approximately 7 O'clock position toward 1 O'clock position. He was spotted below our right engine going away in a high rate of climb. As he passed through our altitude, he was estimated at 1/2 - 1 mi right of our aircraft. At this time I saw the aircraft going away at approximately a 35-40 degree heading right of our course. No report had been given to us of any traffic. Upon inquiring of the controller about the status of that aircraft, he had no good answer as to why he was cleared through our IFR altitude. It was requested by the controller that I give him a call on the ground at victoria, tx. I did so, and his explanation was that a different controller had the gulfstream ii than had us and they had not advised each other of the closeness of the 2 aircraft. I was also advised by the controller that he had talked to the gulfstream ii pilot and he had not even seen us at all.

Title: ACFT Y CLB THROUGH OCCUPIED ALT HAD LTSS FROM ACR X. SYS ERROR.
Narrative: ACR X HAVING DEPARTED IAH ARPT WAS LEVEL 12000 FT TRACKING V13 (HUMBLE VOR 207 DEG RADIAL) TO INTERCEPT THE 062 DEG RADIAL OF VICTORIA VOR. A GULFSTREAM II ACFT (FROM HOBBY ARPT) PASSED UNDERNEATH FROM APPROX 7 O'CLOCK POS TOWARD 1 O'CLOCK POS. HE WAS SPOTTED BELOW OUR R ENG GOING AWAY IN A HIGH RATE OF CLB. AS HE PASSED THROUGH OUR ALT, HE WAS ESTIMATED AT 1/2 - 1 MI R OF OUR ACFT. AT THIS TIME I SAW THE ACFT GOING AWAY AT APPROX A 35-40 DEG HDG R OF OUR COURSE. NO RPT HAD BEEN GIVEN TO US OF ANY TFC. UPON INQUIRING OF THE CTLR ABOUT THE STATUS OF THAT ACFT, HE HAD NO GOOD ANSWER AS TO WHY HE WAS CLRED THROUGH OUR IFR ALT. IT WAS REQUESTED BY THE CTLR THAT I GIVE HIM A CALL ON THE GND AT VICTORIA, TX. I DID SO, AND HIS EXPLANATION WAS THAT A DIFFERENT CTLR HAD THE GULFSTREAM II THAN HAD US AND THEY HAD NOT ADVISED EACH OTHER OF THE CLOSENESS OF THE 2 ACFT. I WAS ALSO ADVISED BY THE CTLR THAT HE HAD TALKED TO THE GULFSTREAM II PLT AND HE HAD NOT EVEN SEEN US AT ALL.
