Narrative:

We were at cruise at FL270. TCASII RA showed aircraft descending into us. We followed RA and went to FL265. The other pilot told ATC he had a climb RA but ignored it. Why bother with the equipment if pilots will not use it? Other aircraft was an air carrier also.

Narrative: WE WERE AT CRUISE AT FL270. TCASII RA SHOWED ACFT DSNDING INTO US. WE FOLLOWED RA AND WENT TO FL265. THE OTHER PLT TOLD ATC HE HAD A CLB RA BUT IGNORED IT. WHY BOTHER WITH THE EQUIP IF PLTS WILL NOT USE IT? OTHER ACFT WAS AN ACR ALSO.
