Narrative:
I called FSS for WX briefing. Talked over where I was, where I was going and discussed altitude and WX along route. Called ground control at 'spirit of st louis' airport. I asked if they had a clearance delivery. He said yes, I'm it, go ahead. I told him where I was and where I was going, what heading and at what altitude. He said ok, then to taxi. I did. After runup I called the tower (spirit of st louis), he said ok to depart and stay on runway heading. I did. Tower then said to turn north until over river then proceed on course. I did (all the time climbing). After a brief time (approximately 5 mins) I called the tower to ask if they were going to turn me over to 'st louis international' approach control. The tower asked if I wanted to change frequencys. I said yes! I then called 'st louis international' approach control. When answered I told them who, where and what I wanted. Approach idented me right away. He asked if I knew I was in class B airspace. I said yes. He gave me clearance at that time to proceed, however to call his supervisor when I landed. I did, talked to supervisor and told him this same story. I have been flying for over 17 yrs with no mishaps, in and around radar areas. I try very hard to obey all rules and regulations. I have flown in and out of the united states several times. Even then the FSS and/or some approach controller will discuss my where-abouts with airports in other countries. It truly interests me that the 'spirit of st louis' people won't let the 'st louis international' people know of one's location and path. Suggestion: the 'spirit of st louis' clearance delivery people knew where I was going, and they knew what altitude, maybe they could have asked me if I had clearance, then at least I would have known they didn't.

I ASKED IF THEY HAD A CLRNC DELIVERY. HE SAID YES, I'M IT, GO AHEAD. I TOLD HIM WHERE I WAS AND WHERE I WAS GOING, WHAT HDG AND AT WHAT ALT. HE SAID OK, THEN TO TAXI. I DID. HE GAVE ME CLRNC AT THAT TIME TO PROCEED, HOWEVER TO CALL HIS SUPVR WHEN I LANDED. I DID, TALKED TO SUPVR AND TOLD HIM THIS SAME STORY. I HAVE BEEN FLYING FOR OVER 17 YRS WITH NO MISHAPS, IN AND AROUND RADAR AREAS. I TRY VERY HARD TO OBEY ALL RULES AND REGS. I HAVE FLOWN IN AND OUT OF THE UNITED STATES SEVERAL TIMES. IT TRULY INTERESTS ME THAT THE 'SPIRIT OF ST LOUIS' PEOPLE WON'T LET THE 'ST LOUIS INTL' PEOPLE KNOW OF ONE'S LOCATION AND PATH. SUGGESTION: THE 'SPIRIT OF ST LOUIS' CLRNC DELIVERY PEOPLE KNEW WHERE I WAS GOING, AND THEY KNEW WHAT ALT, MAYBE THEY COULD HAVE ASKED ME IF I HAD CLRNC, THEN AT LEAST I WOULD HAVE KNOWN THEY DIDN'T.
