Narrative:

I called dubuque tower, reported 9 mi west passing 3 mi north of the field. Dbq tower said 'report 3 mi west.' few mins later, dbq asked where I am, I reported 5 mi west passing 3 mi north of field. I failed to report 3 mi west because dbq had asked my position a min earlier. As I was just about north of the field, dbq ATC cleared an airlines ATR to depart on runway 36. I could not see the ATR on the ground or taking off, but within seconds I saw it to my right. I immediately executed a left turn to avoid a collision. Also, on initial contact, I reported altitude at 2800 ft MSL, again at second contact.
