Narrative:

While leveling off at FL350 encountered WX which was not being painted by our new aircraft WX radar, left engine flamed out and requested a descent to FL180 to attempt to relight engine. At FL190 engine relit after third attempt during descent. Requested vectors from ATC to avoid any WX which they were painting, as our WX radar was unreliable. Engine parameters checked good. Requested climb to FL310 and continued to destination airport. The maintenance check revealed no mechanical abnormalities with engine. I believe flameout occurred due to slower airspeed while leveling off to accelerate to cruise speed due to moderate turbulence at high altitude. I believe this incident could have been avoided by proper maintenance practices for maintaining aircraft WX radar. Also this incident revealed a missing portion of the company's standard operating procedures and lack of proper training of its pilots.

Title: INFLT ENG SHUTDOWN -- ATX HAS AN ENG FLAMEOUT SHORTLY AFTER LEVELOFF. FLC GETS A RELIGHT DURING DSCNT.

Narrative: WHILE LEVELING OFF AT FL350 ENCOUNTERED WX WHICH WAS NOT BEING PAINTED BY OUR NEW ACFT WX RADAR, L ENG FLAMED OUT AND REQUESTED A DSCNT TO FL180 TO ATTEMPT TO RELIGHT ENG. AT FL190 ENG RELIT AFTER THIRD ATTEMPT DURING DSCNT. REQUESTED VECTORS FROM ATC TO AVOID ANY WX WHICH THEY WERE PAINTING, AS OUR WX RADAR WAS UNRELIABLE. ENG PARAMETERS CHKED GOOD. REQUESTED CLB TO FL310 AND CONTINUED TO DEST ARPT. THE MAINT CHK REVEALED NO MECHANICAL ABNORMALITIES WITH ENG. I BELIEVE FLAMEOUT OCCURRED DUE TO SLOWER AIRSPD WHILE LEVELING OFF TO ACCELERATE TO CRUISE SPD DUE TO MODERATE TURB AT HIGH ALT. I BELIEVE THIS INCIDENT COULD HAVE BEEN AVOIDED BY PROPER MAINT PRACTICES FOR MAINTAINING ACFT WX RADAR. ALSO THIS INCIDENT REVEALED A MISSING PORTION OF THE COMPANY'S STANDARD OPERATING PROCS AND LACK OF PROPER TRAINING OF ITS PLTS.
