Narrative:
ZMP called with flight plan route revision. Cleared via gopher 1 arrival. We did not possess the gopher 1 arrival although approach plate revisions were current. Other aircraft on frequency did not possess gopher 1 as well. ATC eventually vectored us on the course that constituted the gopher 1 arrival but we did not accept nor fly the STAR. It was supposedly the first day the gopher 1 was in use. Supplemental information from acn 315993: we advised ATC we didn't have the procedure, wouldn't accept a clearance for the gopher 1 (we were unaware of what altitude airspeed restrs there might be) but would accept radials to fly. Several other air carrier arrival also lacked the chart or data base for the arrival. This was the first day for the new procedure. The former arrival was the NICKL2, so the 'EAU1' should have alerted us during preflight that a new procedure was in effect.

Title: AN ACR LGT ARRIVED AT ITS DEST WITHOUT THE LATEST STAR PAGES.
Narrative: ZMP CALLED WITH FLT PLAN RTE REVISION. CLRED VIA GOPHER 1 ARR. WE DID NOT POSSESS THE GOPHER 1 ARR ALTHOUGH APCH PLATE REVISIONS WERE CURRENT. OTHER ACFT ON FREQ DID NOT POSSESS GOPHER 1 AS WELL. ATC EVENTUALLY VECTORED US ON THE COURSE THAT CONSTITUTED THE GOPHER 1 ARR BUT WE DID NOT ACCEPT NOR FLY THE STAR. IT WAS SUPPOSEDLY THE FIRST DAY THE GOPHER 1 WAS IN USE. SUPPLEMENTAL INFO FROM ACN 315993: WE ADVISED ATC WE DIDN'T HAVE THE PROC, WOULDN'T ACCEPT A CLRNC FOR THE GOPHER 1 (WE WERE UNAWARE OF WHAT ALT AIRSPD RESTRS THERE MIGHT BE) BUT WOULD ACCEPT RADIALS TO FLY. SEVERAL OTHER ACR ARR ALSO LACKED THE CHART OR DATA BASE FOR THE ARR. THIS WAS THE FIRST DAY FOR THE NEW PROC.
