Narrative:

The first 3000-4000 ft of runway 8L is in very poor condition and needs to be completely replaced. Concrete chunks are being dislodged on almost a daily basis. Repeated asphalt patches have created a very rough surface, resulting in uneven braking and aircraft vibration. Surely this abuse is leading to premature aircraft maintenance. The condition of the runway is becoming a major safety concern. Callback conversation with reporter revealed the following information: the reporter said he flies the B737-300. That the runway needs repair is not the question. The part of the runway that is in disrepair belongs to the military -- the first 4500 ft of runway 08L or from the beginning of runway 08L to taxiway left. This runway is used almost exclusively for arrs and runway 08R is used for departures. The military does not have the funds to do the repair. The state does not have the funds to correct the problems on the military portion of the runway. According to the reporter the center keel of the runway needs to be removed and replaced. The airport management is aware of the problem but does not have jurisdiction over the military portion of the runway. The military is aware of the problem but apparently does not feel the need to repair the runway for the airlines. Runway is adequate for the military use. The reporter, an airline captain, considers the runway condition a serious hazard for the airline passenger and airline equipment not designed to take such a beating.

Title: RPTR STATES SERIOUS MAINT PROBS EXIST ON RWY 08L AT HONOLULU.

THE RPTR, AN AIRLINE CAPT, CONSIDERS THE RWY CONDITION A SERIOUS HAZARD FOR THE AIRLINE PAX AND AIRLINE EQUIP NOT DESIGNED TO TAKE SUCH A BEATING.
