Narrative:
Experienced #3 strut overheat on climb out yap to ror. Light out on power reduction. Complied with company operating procedure. Continued to ror with bleed off. Captain and maintenance in guam and houston agreed to return with #3 bleed placarded off as per MEL xx-yy-zz. #3 engine bleed air shut-off valve inoperative closed. My best judgement after review with maintenance and MEL was that it was legal to placard #3 bleed inoperative and return to guam. Not sure of FAA position.

Narrative: EXPERIENCED #3 STRUT OVERHEAT ON CLBOUT YAP TO ROR. LIGHT OUT ON PWR REDUCTION. COMPLIED WITH COMPANY OPERATING PROC. CONTINUED TO ROR WITH BLEED OFF. CAPT AND MAINT IN GUAM AND HOUSTON AGREED TO RETURN WITH #3 BLEED PLACARDED OFF AS PER MEL XX-YY-ZZ. #3 ENG BLEED AIR SHUT-OFF VALVE INOP CLOSED. MY BEST JUDGEMENT AFTER REVIEW WITH MAINT AND MEL WAS THAT IT WAS LEGAL TO PLACARD #3 BLEED INOP AND RETURN TO GUAM. NOT SURE OF FAA POS.
