Narrative:
Our aircraft was deadheading back from roc to sch. We had just dropped off passenger to see the golf tournament. Opening day ceremonies were starting as we were leaving. We were instructed by tower to taxi into position and hold on runway 4 at roc, then cleared for takeoff. At rotation we were told to remain south of runway 10-28. We immediately turned right and remained south of the runway 10-28. We were on an IFR flight plan and were cleared to 9000 ft. At that time four F16's flew from behind and to the left missing us by 300 to 400 ft. We then asked the tower controller why we were cleared for takeoff when there was hi speed military aircraft close to us. He stated 'I did what I had to do.' 'contact departure.' we then asked for a phone number so we could call when we landed at sch. We called roc approach, they stated that the local tower controller didn't know that the F16's were coming. (Are they serious?) the F16's came from syracuse so they must have been communicating with roc approach. Why were we cleared for takeoff? Why wasn't there 'any' communication between roc approach and roc tower? If we had not turned immediately to stay south of runway 10-28, who knows what would have happened? F16's were involved with opening ceremonies for tournament.

Title: A DEPARTING SMT HAS NMAC AFTER DEP WITH FLT OF F16'S.
Narrative: OUR ACFT WAS DEADHEADING BACK FROM ROC TO SCH. WE HAD JUST DROPPED OFF PAX TO SEE THE GOLF TOURNAMENT. OPENING DAY CEREMONIES WERE STARTING AS WE WERE LEAVING. WE WERE INSTRUCTED BY TWR TO TAXI INTO POS AND HOLD ON RWY 4 AT ROC, THEN CLRED FOR TKOF. AT ROTATION WE WERE TOLD TO REMAIN S OF RWY 10-28. WE IMMEDIATELY TURNED R AND REMAINED S OF THE RWY 10-28. WE WERE ON AN IFR FLT PLAN AND WERE CLRED TO 9000 FT. AT THAT TIME FOUR F16'S FLEW FROM BEHIND AND TO THE L MISSING US BY 300 TO 400 FT. WE THEN ASKED THE TWR CTLR WHY WE WERE CLRED FOR TKOF WHEN THERE WAS HI SPD MIL ACFT CLOSE TO US. HE STATED 'I DID WHAT I HAD TO DO.' 'CONTACT DEP.' WE THEN ASKED FOR A PHONE NUMBER SO WE COULD CALL WHEN WE LANDED AT SCH. WE CALLED ROC APCH, THEY STATED THAT THE LCL TWR CTLR DIDN'T KNOW THAT THE F16'S WERE COMING. (ARE THEY SERIOUS?) THE F16'S CAME FROM SYRACUSE SO THEY MUST HAVE BEEN COMMUNICATING WITH ROC APCH. WHY WERE WE CLRED FOR TKOF? WHY WASN'T THERE 'ANY' COM BTWN ROC APCH AND ROC TWR? IF WE HAD NOT TURNED IMMEDIATELY TO STAY S OF RWY 10-28, WHO KNOWS WHAT WOULD HAVE HAPPENED? F16'S WERE INVOLVED WITH OPENING CEREMONIES FOR TOURNAMENT.
