Narrative:

Incomplete understanding of which inoperative equipment can be deferred for repair under far 91.213 resulted in flight of a cessna 152 with an inoperative stall warning horn. FARS are difficult to understand and should be written so that non-lawyers can understand them too. Practical examples should be given in the aim and in the advisory circular concerning far 91.213. My students will now be taught what I have learned.
