Narrative:
Student made uneventful landing on runway 5, sby, following dual cross country flight from adw. A cessna 140 identing itself only as 'Y' was holding short at departure end as we landed. We rolled out approximately 2000 ft when we heard 'Y' state he was taking runway for takeoff. I transmitted on CTAF that we were not clear and still rolling out. 'Y' started his takeoff roll, took off and passed over us just as we were clearing the runway. When I attempted to find out if the pilot heard and/or saw us still on the runway, nothing more was heard on CTAF. The other pilot's impatience led to a potentially hazardous situation that would have been compounded by an engine failure or a decision to begin another takeoff since we had plenty of runway left to execute an option. Upon talking with the FSS specialist, he told us that this was a regular occurrence. Corrective action would be to ensure that only 1 aircraft is on a runway at the same time.

Title: UNAUTH TKOF AT NON TWR ARPT CTAF CREATES AN NMAC WITH ANOTHER ACFT ON RWY. TKOF ON OCCUPIED RWY.
Narrative: STUDENT MADE UNEVENTFUL LNDG ON RWY 5, SBY, FOLLOWING DUAL XCOUNTRY FLT FROM ADW. A CESSNA 140 IDENTING ITSELF ONLY AS 'Y' WAS HOLDING SHORT AT DEP END AS WE LANDED. WE ROLLED OUT APPROX 2000 FT WHEN WE HEARD 'Y' STATE HE WAS TAKING RWY FOR TKOF. I XMITTED ON CTAF THAT WE WERE NOT CLR AND STILL ROLLING OUT. 'Y' STARTED HIS TKOF ROLL, TOOK OFF AND PASSED OVER US JUST AS WE WERE CLRING THE RWY. WHEN I ATTEMPTED TO FIND OUT IF THE PLT HEARD AND/OR SAW US STILL ON THE RWY, NOTHING MORE WAS HEARD ON CTAF. THE OTHER PLT'S IMPATIENCE LED TO A POTENTIALLY HAZARDOUS SIT THAT WOULD HAVE BEEN COMPOUNDED BY AN ENG FAILURE OR A DECISION TO BEGIN ANOTHER TKOF SINCE WE HAD PLENTY OF RWY LEFT TO EXECUTE AN OPTION. UPON TALKING WITH THE FSS SPECIALIST, HE TOLD US THAT THIS WAS A REGULAR OCCURRENCE. CORRECTIVE ACTION WOULD BE TO ENSURE THAT ONLY 1 ACFT IS ON A RWY AT THE SAME TIME.
