In sum: an small aircraft pilot departed hef with a safety pilot for simulated instrument practice. He found the WX different than forecast and flew through a scattered layer and possibly into the iad class B airspace. He filed an IFR flight plan and returned to hef. He admitted that: he did not get enough WX data before takeoff, he exercised poor judgement when he flew through a thin layer to find himself between layers, he was too determined to conduct the flight, he became too preoccupied with obtaining an IFR clearance, and he allowed himself 'to become rattled' by the situation.

Title: UNAUTH PENETRATION OF CLASS B AIRSPACE WHILE VFR IN IMC.

Narrative: IN SUM: AN SMA PLT DEPARTED HEF WITH A SAFETY PLT FOR SIMULATED INST PRACTICE. HE FOUND THE WX DIFFERENT THAN FORECAST AND FLEW THROUGH A SCATTERED LAYER AND POSSIBLY INTO THE IAD CLASS B AIRSPACE. HE FILED AN IFR FLT PLAN AND RETURNED TO HEF. HE ADMITTED THAT: HE DID NOT GET ENOUGH WX DATA BEFORE TKOF, HE EXERCISED POOR JUDGEMENT WHEN HE FLEW THROUGH A THIN LAYER TO FIND HIMSELF BTWN LAYERS, HE WAS TOO DETERMINED TO CONDUCT THE FLT, HE BECAME TOO PREOCCUPIED WITH OBTAINING AN IFR CLRNC, AND HE ALLOWED HIMSELF 'TO BECOME RATTLED' BY THE SIT.
