Narrative:
Mqt is an uncontrolled airport. We were given an IFR clearance to depart from greenbay FSS. We were waiting for other IFR traffic which canceled 10 mi southeast of airport. We got a traffic check from company as we taxied on runway, reported our departure on CTAF. Other aircraft called that it was 5 mi southeast airport and would be over flying to enter traffic. We departed on runway 8. At 400 ft AGL, TCASII showed traffic 3 mi away 400 ft above our altitude. We made a right turn to southwest to intercept our course of 209 degrees off mqt VOR. We spotted the other aircraft 1 mi away at slightly above our altitude. We descended 200 ft to avoid a conflict. The other aircraft passed behind us. On TCASII we got yellow indication of the other aircraft, but no RA. We did get 'terrain' on GPWS. Description of other aircraft, mid-fuselage wing piper twin, piper aerostar. We feel that TCASII was very important in helping us locate traffic and avoid a possible midair. We also feel other aircraft was below traffic pattern altitude.

Title: SEE AND AVOID CONCEPT -- ACR HAS TROUBLE AVOIDING AN ARRIVING ACFT DURING ITS DEP. THROUGH USE OF THE TCASII AND SIGHT THE RPTR AVOIDS A NMAC.
Narrative: MQT IS AN UNCTLED ARPT. WE WERE GIVEN AN IFR CLRNC TO DEPART FROM GREENBAY FSS. WE WERE WAITING FOR OTHER IFR TFC WHICH CANCELED 10 MI SE OF ARPT. WE GOT A TFC CHK FROM COMPANY AS WE TAXIED ON RWY, RPTED OUR DEP ON CTAF. OTHER ACFT CALLED THAT IT WAS 5 MI SE ARPT AND WOULD BE OVER FLYING TO ENTER TFC. WE DEPARTED ON RWY 8. AT 400 FT AGL, TCASII SHOWED TFC 3 MI AWAY 400 FT ABOVE OUR ALT. WE MADE A R TURN TO SW TO INTERCEPT OUR COURSE OF 209 DEGS OFF MQT VOR. WE SPOTTED THE OTHER ACFT 1 MI AWAY AT SLIGHTLY ABOVE OUR ALT. DESCRIPTION OF OTHER ACFT, MID-FUSELAGE WING PIPER TWIN, PIPER AEROSTAR. WE FEEL THAT TCASII WAS VERY IMPORTANT IN HELPING US LOCATE TFC AND AVOID A POSSIBLE MIDAIR. WE ALSO FEEL OTHER ACFT WAS BELOW TFC PATTERN ALT.
