Narrative:
Student pilot taxiing to a runway which is infrequently used, requested progressive taxi, controller told student how to get to the runway with 1 phrase. Student taxied to runway 23, then onto runway 23 before he called the tower. Aircraft on final had to go around. I believe the problem is that there is no 'taxiway' that goes to runway 23. You must taxi on runway 31 and complete your run-up on runway 31 while holding short of runway 23. I think this confused the student since he was not on a taxiway. Also, if student asks for progressive taxi, controller should give more attention to student than left on taxiway a, right on taxiway C, cross runway 28, left on runway 31. I have not personally heard the tape, but this is what I understand happened from the witnesses of the incident.

Title: STUDENT PLT INADVERTENTLY TAXIED ONTO ACTIVE RWY CAUSING TWR TO SEND ANOTHER ACFT ON FINAL AROUND.
Narrative: STUDENT PLT TAXIING TO A RWY WHICH IS INFREQUENTLY USED, REQUESTED PROGRESSIVE TAXI, CTLR TOLD STUDENT HOW TO GET TO THE RWY WITH 1 PHRASE. STUDENT TAXIED TO RWY 23, THEN ONTO RWY 23 BEFORE HE CALLED THE TWR. ACFT ON FINAL HAD TO GAR. I BELIEVE THE PROB IS THAT THERE IS NO 'TXWY' THAT GOES TO RWY 23. YOU MUST TAXI ON RWY 31 AND COMPLETE YOUR RUN-UP ON RWY 31 WHILE HOLDING SHORT OF RWY 23. I THINK THIS CONFUSED THE STUDENT SINCE HE WAS NOT ON A TXWY. ALSO, IF STUDENT ASKS FOR PROGRESSIVE TAXI, CTLR SHOULD GIVE MORE ATTN TO STUDENT THAN LEFT ON TXWY A, RIGHT ON TXWY C, CROSS RWY 28, L ON RWY 31. I HAVE NOT PERSONALLY HEARD THE TAPE, BUT THIS IS WHAT I UNDERSTAND HAPPENED FROM THE WITNESSES OF THE INCIDENT.
