Narrative:
Tower was closed for the night. B737-300 cargo loading was complete. Rain shower was over the field (moderately heavy rain). Just prior to calling center for IFR clearance, heard a radio call from a cessna xx inbound for landing. No position report was made. Contacted center and received an IFR clearance to honolulu with a void time of 5 mins. By this time both engines were started and taxi to runway 08 commenced with a radio call on common TA stating air carrier X taxi from cargo area to runway 08 departing to the northwest. Next transmission was from cessna xx inbound for landing looks like it'll be runway 08. Again no position report. We ask cessna to give us some idea where you're at. He replies over the bay, landing in 5 mins (no range given). Total time from taxi to airborne approximately 2 1/2 mins for air carrier X. Prior to taking active runway 08 we transmit, 'air carrier X departing runway 08.' approaching runway 08, no landing lights, strobe lights, position lights or anti-collision lights were visible to captain and first officer from the cessna. Based on his 5 min call we felt had ample time to takeoff prior to cessna's arrival. As air carrier X turns onto runway 08 and power is set for takeoff cessna xx calls 'on final.' again no range given. Air carrier X is now rolling with takeoff power set in the moderate-heavy rain shower. Air carrier X made a call stating, we're departing, will be out of your way. Cessna xx replies: yeah I'm looking right at you, looks like it's going to be close bud. Air carrier X is now airborne, he transmits, thanks for the wake. We switch to center and proceed on course. No accurate position reports were given, appropriate VFR radio calls were never made, WX was IMC, cessna was 'VFR,' air carrier X adhered to 'see and avoid' guidelines.

Narrative: TWR WAS CLOSED FOR THE NIGHT. B737-300 CARGO LOADING WAS COMPLETE. RAIN SHOWER WAS OVER THE FIELD (MODERATELY HVY RAIN). JUST PRIOR TO CALLING CTR FOR IFR CLRNC, HEARD A RADIO CALL FROM A CESSNA XX INBOUND FOR LNDG. NO POS RPT WAS MADE. CONTACTED CTR AND RECEIVED AN IFR CLRNC TO HONOLULU WITH A VOID TIME OF 5 MINS. BY THIS TIME BOTH ENGS WERE STARTED AND TAXI TO RWY 08 COMMENCED WITH A RADIO CALL ON COMMON TA STATING ACR X TAXI FROM CARGO AREA TO RWY 08 DEPARTING TO THE NW. NEXT XMISSION WAS FROM CESSNA XX INBOUND FOR LNDG LOOKS LIKE IT'LL BE RWY 08. AGAIN NO POS RPT. WE ASK CESSNA TO GIVE US SOME IDEA WHERE YOU'RE AT. HE REPLIES OVER THE BAY, LNDG IN 5 MINS (NO RANGE GIVEN). TOTAL TIME FROM TAXI TO AIRBORNE APPROX 2 1/2 MINS FOR ACR X. PRIOR TO TAKING ACTIVE RWY 08 WE XMIT, 'ACR X DEPARTING RWY 08.' APCHING RWY 08, NO LNDG LIGHTS, STROBE LIGHTS, POS LIGHTS OR ANTI-COLLISION LIGHTS WERE VISIBLE TO CAPT AND FO FROM THE CESSNA. BASED ON HIS 5 MIN CALL WE FELT HAD AMPLE TIME TO TKOF PRIOR TO CESSNA'S ARR. AS ACR X TURNS ONTO RWY 08 AND PWR IS SET FOR TKOF CESSNA XX CALLS 'ON FINAL.' AGAIN NO RANGE GIVEN. ACR X IS NOW ROLLING WITH TKOF PWR SET IN THE MODERATE-HVY RAIN SHOWER. ACR X MADE A CALL STATING, WE'RE DEPARTING, WILL BE OUT OF YOUR WAY. CESSNA XX REPLIES: YEAH I'M LOOKING RIGHT AT YOU, LOOKS LIKE IT'S GOING TO BE CLOSE BUD. ACR X IS NOW AIRBORNE, HE XMITS, THANKS FOR THE WAKE. WE SWITCH TO CTR AND PROCEED ON COURSE. NO ACCURATE POS RPTS WERE GIVEN, APPROPRIATE VFR RADIO CALLS WERE NEVER MADE, WX WAS IMC, CESSNA WAS 'VFR,' ACR X ADHERED TO 'SEE AND AVOID' GUIDELINES.
