Narrative:
Duty started XA30 EDT oct/xf/95 (after 3 1/2 hours sleep). Previous flight, completed XG00 EDT oct/xf/95. Flight in question, started XJ40 EDT oct/xf/95. DC9 flight yip-msp. Captain's interpretation of ATC clearance was 'dunks J70 as filed' (as filed was dunks J70 alphe J34 bae then msp). ZAU informed crew clearance was 'J70 bae then as filed' controller has us turn south back to airway and continued on J70 to bae. Yip ground later pulled tapes to determine clearance read to us was J70 to bae then as filed. Two main factors caused this occurrence. Dtw departure control gave us a clearance of '310 degree heading to J70 then as filed.' fatigue caused by regulations that do not provide proper rest in between flts and/or duty days.

ZAU INFORMED CREW CLRNC WAS 'J70 BAE THEN AS FILED' CTLR HAS US TURN S BACK TO AIRWAY AND CONTINUED ON J70 TO BAE. YIP GND LATER PULLED TAPES TO DETERMINE CLRNC READ TO US WAS J70 TO BAE THEN AS FILED. TWO MAIN FACTORS CAUSED THIS OCCURRENCE. DTW DEP CTL GAVE US A CLRNC OF '310 DEG HDG TO J70 THEN AS FILED.' FATIGUE CAUSED BY REGS THAT DO NOT PROVIDE PROPER REST IN BTWN FLTS AND/OR DUTY DAYS.
