Narrative:
Midway tower claims pilots on abc flight xx did not get landing clrncs. I was the flight engineer on flight. I heard approach control switch abc xx over to tower. The captain called tower and received no answer. The WX was raining and turbulence. Captain tried to call tower a couple of times and never received an answer from tower. Continued the approach and landed safely. Never talked to tower until on the ground and that was on ground control. During the early stages of the final approach the rains and turbulence was severe. I made sure the checklist and monitoring the first officer's approach was accomplished. I still did not hear any communication during any part of the ILS approach from midway tower. Also reported navigation #1 problems to chicago approach. Supplemental information from acn 319978: second leg of 4, atl-mdw. Approaching cgt VOR my navigation receiver indicated unreliable. Attempts to recycle frequency unsuccessful. Put navigation #1 on auxiliary. Worked ok. Attempts to identify first officer's ILS took longer than normal because signal intermittent. Queried approach about any navigation problems, none mentioned. Finally idented. Cleared for approach and sent to tower. Navigation #1 now tuned to ILS but unreliable in localizer. Alerted first officer to right crosswind that might affect interception. Called tower, no response. Recycled navigation #1 ILS attempting to establish signal, listening for identify, monitoring approach progress. Final checklist and another call to tower, no response inside final fix. Finally idented navigation #1, ground and runway contact noted and aircraft drifting left. First officer took over visually and I monitored instruments commenting on drift. I don't recall any other attempts to contact tower. Noting clear runway we proceeded to land. Upon clearing runway, contacted ground with other radio. Ground sent us back to tower and that was our first contact with them. Navigation #1 ILS signal also checked ok on ground. No navigation/communication problems during remainder of trip. The hurried sequence of events precluded back-up radio attempt.

NOTING CLR RWY WE PROCEEDED TO LAND. UPON CLRING RWY, CONTACTED GND WITH OTHER RADIO. GND SENT US BACK TO TWR AND THAT WAS OUR FIRST CONTACT WITH THEM. NAV #1 ILS SIGNAL ALSO CHKED OK ON GND. NO NAV/COM PROBS DURING REMAINDER OF TRIP. THE HURRIED SEQUENCE OF EVENTS PRECLUDED BACK-UP RADIO ATTEMPT.
