Narrative:

Crossed us/mexico border without us flight plan. On tuesday, flew into reynosa (mmrx) from houston under IFR flight plan with advise customs in remarks. On return trip on friday, filed IFR from victoria, mexico, to reynosa (wanted IFR to mcallen, tx, but denied by mexico). Filed VFR flight plan in mexico with advise customs in remarks. The us does not recognize mexican VFR flight plan as notification. Got warning from customs. Callback conversation with reporter revealed the following information: the reporter flies a king air 200. He admits that, if he had filed an IFR or DVFR flight plan to mfe from mmex there would have been no problem. Us customs in mfe gave him an official letter of warning which will remain on file for a certain period of time. It will then be lifted if he has no further customs problems. He has heard nothing from the FAA on this.

Narrative: CROSSED US/MEXICO BORDER WITHOUT US FLT PLAN. ON TUESDAY, FLEW INTO REYNOSA (MMRX) FROM HOUSTON UNDER IFR FLT PLAN WITH ADVISE CUSTOMS IN REMARKS. ON RETURN TRIP ON FRIDAY, FILED IFR FROM VICTORIA, MEXICO, TO REYNOSA (WANTED IFR TO MCALLEN, TX, BUT DENIED BY MEXICO). FILED VFR FLT PLAN IN MEXICO WITH ADVISE CUSTOMS IN REMARKS. THE US DOES NOT RECOGNIZE MEXICAN VFR FLT PLAN AS NOTIFICATION. GOT WARNING FROM CUSTOMS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR FLIES A KING AIR 200. HE ADMITS THAT, IF HE HAD FILED AN IFR OR DVFR FLT PLAN TO MFE FROM MMEX THERE WOULD HAVE BEEN NO PROB. US CUSTOMS IN MFE GAVE HIM AN OFFICIAL LETTER OF WARNING WHICH WILL REMAIN ON FILE FOR A CERTAIN PERIOD OF TIME. IT WILL THEN BE LIFTED IF HE HAS NO FURTHER CUSTOMS PROBS. HE HAS HEARD NOTHING FROM THE FAA ON THIS.
