Narrative:
Air carrier X, a DC9, was cleared to taxi to runway 11L. As X approached the approach end, I cleared X for takeoff. I then noticed X passing the approach end, and continuing toward runway 21 at taxiway a. I advised X that he had passed the approach end and had him turn left at taxiway D and reclred him for takeoff. Callback conversation with reporter revealed the following information: facility supervisor stated airport signage is in compliance with FAA standards. Charts show where approach end of runway is.
