Narrative:

Aircraft was instructed to taxi to runway 11L. Aircraft joined the parallel taxiway and taxied past the approach end (taxiway A4). I advised the pilot he had gone too far and instructed him to hold short of runway 21. Although airport diagrams and signage indicate the threshold is located at taxiway A4 (the chart maker has even included a bold type notation on their charts), this happens very frequently. Most of the time, as in this case, there is no traffic on runway 21, however, with a taxi to clearance, pilots may cross without further instruction. I believe this is mostly due to pilots not familiarizing themselves with the airport as required by far 91.103.

Title: G2 NON COMPLIANCE WITH ATC INSTRUCTION TAXIED BEYOND END OF RWY.

Narrative: ACFT WAS INSTRUCTED TO TAXI TO RWY 11L. ACFT JOINED THE PARALLEL TXWY AND TAXIED PAST THE APCH END (TXWY A4). I ADVISED THE PLT HE HAD GONE TOO FAR AND INSTRUCTED HIM TO HOLD SHORT OF RWY 21. ALTHOUGH ARPT DIAGRAMS AND SIGNAGE INDICATE THE THRESHOLD IS LOCATED AT TXWY A4 (THE CHART MAKER HAS EVEN INCLUDED A BOLD TYPE NOTATION ON THEIR CHARTS), THIS HAPPENS VERY FREQUENTLY. MOST OF THE TIME, AS IN THIS CASE, THERE IS NO TFC ON RWY 21, HOWEVER, WITH A TAXI TO CLRNC, PLTS MAY CROSS WITHOUT FURTHER INSTRUCTION. I BELIEVE THIS IS MOSTLY DUE TO PLTS NOT FAMILIARIZING THEMSELVES WITH THE ARPT AS REQUIRED BY FAR 91.103.
