Narrative:

Type of aircraft: DHC8 103. During preflight, checked maintenance logbook. Baggage door counterbalance system was MEL'ed. Remarks section referred me to melp. Melp stated: we could use baggage door if support strut was installed and used. Verified with mechanic who signed it off that strut was installed and we were legal to go. He assured me, yes, we were legal to use baggage door. The next day the chief pilot checked the logbook and said the plane was not legal to use baggage door. The strut was not installed. Plane was grounded until parts arrived and were installed. The cause of the problem was the mechanic not understanding the melp.

Title: BAGGAGE DOOR COUNTERBALANCE SYS MEL. MECH ERRONEOUSLY SIGNED IT OFF, ACFT OPERATED FLT. LATER DISCOVERED MEL COULD NOT BE SIGNED OFF WITHOUT A SUPPORT STRUT.

Narrative: TYPE OF ACFT: DHC8 103. DURING PREFLT, CHKED MAINT LOGBOOK. BAGGAGE DOOR COUNTERBALANCE SYS WAS MEL'ED. REMARKS SECTION REFERRED ME TO MELP. MELP STATED: WE COULD USE BAGGAGE DOOR IF SUPPORT STRUT WAS INSTALLED AND USED. VERIFIED WITH MECH WHO SIGNED IT OFF THAT STRUT WAS INSTALLED AND WE WERE LEGAL TO GO. HE ASSURED ME, YES, WE WERE LEGAL TO USE BAGGAGE DOOR. THE NEXT DAY THE CHIEF PLT CHKED THE LOGBOOK AND SAID THE PLANE WAS NOT LEGAL TO USE BAGGAGE DOOR. THE STRUT WAS NOT INSTALLED. PLANE WAS GROUNDED UNTIL PARTS ARRIVED AND WERE INSTALLED. THE CAUSE OF THE PROB WAS THE MECH NOT UNDERSTANDING THE MELP.
