Narrative:
Our aircraft was entering 45 degree entry to downwind, 1000 ft AGL. Other aircraft was flying crosswind to same runway at same altitude. There was no previous radio call from other aircraft. Our aircraft had reported 10 mi, 4 mi, and 45 degree entry immediately prior to incident. When we began a right turn to evade, other aircraft began slow turn to his left, maintaining collision course. Our aircraft was forced to make an abrupt dive to avoid collision. After we leveled off at 700 ft we initiated several radio calls which went unanswered. Other aircraft heard us, so our radio was working correctly. This aircraft and pilot have been involved in other traffic pattern incidents at this airport, and repeatedly disregard the FARS and rules of safety. Callback conversation with reporter revealed the following information: the intruder aircraft did have an operating radio, though he wouldn't answer calls. Reporter heard him call other aircraft on unicom after the near midair collision incident. According to reporter, the other pilot is known as a bully in the traffic pattern and when discussing him with other pilots and instructors, they just shrug their shoulders and say, what can you do with a guy like that. Reporter was counseled that ASRS can take no enforcement or punitive action, and if that behavior continues, he should contact the local FAA FSDO or call the FAA hotline.

Title: UNCTLED ARPT, ACFT ENTRY INTO LNDG PATTERN, XMITTED POS 3 TIMES DURING ENTRY. OTHER ACFT ENTERED, MAKING NO XMISSIONS AND FORCED RPTR ACFT TO TAKE EVASIVE ACTION. NMAC.
Narrative: OUR ACFT WAS ENTERING 45 DEG ENTRY TO DOWNWIND, 1000 FT AGL. OTHER ACFT WAS FLYING XWIND TO SAME RWY AT SAME ALT. THERE WAS NO PREVIOUS RADIO CALL FROM OTHER ACFT. OUR ACFT HAD RPTED 10 MI, 4 MI, AND 45 DEG ENTRY IMMEDIATELY PRIOR TO INCIDENT. WHEN WE BEGAN A R TURN TO EVADE, OTHER ACFT BEGAN SLOW TURN TO HIS L, MAINTAINING COLLISION COURSE. OUR ACFT WAS FORCED TO MAKE AN ABRUPT DIVE TO AVOID COLLISION. AFTER WE LEVELED OFF AT 700 FT WE INITIATED SEVERAL RADIO CALLS WHICH WENT UNANSWERED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE INTRUDER ACFT DID HAVE AN OPERATING RADIO, THOUGH HE WOULDN'T ANSWER CALLS. RPTR HEARD HIM CALL OTHER ACFT ON UNICOM AFTER THE NMAC INCIDENT. ACCORDING TO RPTR, THE OTHER PLT IS KNOWN AS A BULLY IN THE TFC PATTERN AND WHEN DISCUSSING HIM WITH OTHER PLTS AND INSTRUCTORS, THEY JUST SHRUG THEIR SHOULDERS AND SAY, WHAT CAN YOU DO WITH A GUY LIKE THAT. RPTR WAS COUNSELED THAT ASRS CAN TAKE NO ENFORCEMENT OR PUNITIVE ACTION, AND IF THAT BEHAVIOR CONTINUES, HE SHOULD CONTACT THE LCL FAA FSDO OR CALL THE FAA HOTLINE.
