Narrative:
We were cleared to FL330 by svzm. Climbing through FL310 we were called by a foreign B727. He informed us that he had to disconnect his autoplt and take immediate measures to avoid collision with us. He was at FL310 heading north and we were climbing through FL310 to FL330. Maiquetia never told us (or him) about traffic, and our aircraft had no TCASII. Had we been IMC I am sure I wouldn't be writing this report. We never did see the B727. We told maiquetia about this air miss but they either ignored us or couldn't understand us. I suggest that all us cargo carriers install TCASII. This would help. As far as svzm is concerned, watch out!

Title: ACR WDB CLBS THROUGH OCCUPIED ALT ASSIGNED BY FOREIGN ATC. SECOND ACR TAKES EVASIVE ACTION.
Narrative: WE WERE CLRED TO FL330 BY SVZM. CLBING THROUGH FL310 WE WERE CALLED BY A FOREIGN B727. HE INFORMED US THAT HE HAD TO DISCONNECT HIS AUTOPLT AND TAKE IMMEDIATE MEASURES TO AVOID COLLISION WITH US. HE WAS AT FL310 HEADING N AND WE WERE CLBING THROUGH FL310 TO FL330. MAIQUETIA NEVER TOLD US (OR HIM) ABOUT TFC, AND OUR ACFT HAD NO TCASII. HAD WE BEEN IMC I AM SURE I WOULDN'T BE WRITING THIS RPT. WE NEVER DID SEE THE B727. WE TOLD MAIQUETIA ABOUT THIS AIR MISS BUT THEY EITHER IGNORED US OR COULDN'T UNDERSTAND US. I SUGGEST THAT ALL US CARGO CARRIERS INSTALL TCASII. THIS WOULD HELP. AS FAR AS SVZM IS CONCERNED, WATCH OUT!
