Narrative:
Left nassau bahamas on DVFR flight plan, radar environment on BR49V till andros island then was told to squawk 1200. Told controller be sure to advise united states customs of arrival. Could not reach ZMA on 134.60 or 132.2 so I continued to key west, unable to turn around because of fuel. Contacted key west approach on 119.25, landed, went to customs and was told I penetrated without proper squawk code and they scrambled military jets. I called center and found that a cable was cut under water and no communication was possible. Talked to customs and FAA. They said I did everything possible but might have violated defense zone. I do not know what I could have done differently. I was on a DVFR flight plan and flew it according to plan. Maybe communication was not possible because of altitude but I had to maintain VFR. Solution: I believe nassau departure should have given me a proper squawk.

Title: RPTR PENETRATES ADIZ WITHOUT PROPER PROCS. MIL JETS WERE DISPATCHED TO INTERCEPT HIM ACCORDING TO CUSTOMS OFFICIALS. COMS CABLE WAS CUT PREVENTING THE RPTR FROM COMPLYING WITH THE APPROPRIATE PROCS.
Narrative: LEFT NASSAU BAHAMAS ON DVFR FLT PLAN, RADAR ENVIRONMENT ON BR49V TILL ANDROS ISLAND THEN WAS TOLD TO SQUAWK 1200. TOLD CTLR BE SURE TO ADVISE UNITED STATES CUSTOMS OF ARR. COULD NOT REACH ZMA ON 134.60 OR 132.2 SO I CONTINUED TO KEY WEST, UNABLE TO TURN AROUND BECAUSE OF FUEL. CONTACTED KEY WEST APCH ON 119.25, LANDED, WENT TO CUSTOMS AND WAS TOLD I PENETRATED WITHOUT PROPER SQUAWK CODE AND THEY SCRAMBLED MIL JETS.
