Narrative:
Approach to stl ILS runway 30L, DC9-30. WX W4X, RVR 3000 ft, snow blowing snow fog. Runway reported plowed, sanded, deiced, wind 360 degrees at 19 KTS. Normal touchdown, engines put into reverse but did not work. Noticed absence of engine noise for reverse. Then had total electrical failure and noted difficulty in directional control. In later part of rollout the aircraft started to wxvane to the right. Then realized that both engines were not running. Apparently they had ingested snow from the runway. Aircraft stopped on runway turned approximately 70 degrees from runway (010 degrees). No apparent damage to aircraft. Emergency equipment called to verify no damage. Aircraft towed to gate. Recommend more timely information to crew as to how much snow is on runway.

Title: DC9-30 HAS BOTH ENGS FLAME OUT WHEN LNDG ON SNOW.
Narrative: APCH TO STL ILS RWY 30L, DC9-30. WX W4X, RVR 3000 FT, SNOW BLOWING SNOW FOG. RWY RPTED PLOWED, SANDED, DEICED, WIND 360 DEGS AT 19 KTS.
