Narrative:
Our flight was from narita (rjaa) to taipei (rctp). Naha control handed us off to taipei control. They had radar contact and cleared us to APU by A-1. We were then cleared to 5000 ft, no speed restrs. We were on the APU 232 degree radial approaching APU at 340 KTS. We were then told to turn to a heading of 200 degrees. I told the first officer that this was strange since there were mountains in that direction. Also, taipei was using runway 5 so they usually turned us west over the water to parallel the coast. As we approached 5000 ft the GPWS sounded and we did the escape maneuver to 7000 ft. I informed center we were climbing to 7000 ft because of the GPWS and he gave us a heading of 250 degrees and 5000 ft. I again said we got the GPWS and were at 7000 ft. Nothing more was said and we landed with no further problems. Mountains within about 25 NM of APU range from 4000 ft to 6000 ft. I don't think the controller ever understood why we climbed to 7000 ft.

Title: THE RPTR WAS TURNED S BY TAIPEI CTL AND ASSIGNED 5000 FT WHERE THE TERRAIN WAS KNOWN TO BE 4000 FT TO 6000 FT. THIS WAS INCONSISTENT WITH KNOWN TAIPEI PROCS FOR RWY 5, WHICH ARE NORMALLY A WESTERLY VECTOR. THE GPWS WARNING PROMPTED THE CREW TO CLB TO 7000 FT. TAIPEI CTL THEN TURNED THE RPTR WESTERLY AND CLRED THE RPTR BACK TO 5000 FT.
