Narrative:
On the ground in lapaz, bolivia, I was approached by a safety inspector of bolivia about violations to air carrier in fueling our aircraft. The violations are 1) flight attendants are required to be in seats adjacent to all emergency exits if in transit passenger are aboard and he said they were not. 2) passenger must be in their seats with their seat belts unfastened which he said was not done properly. 3) there was not adequate space between the baggage carts and the fuel truck to allow free passage of emergency vehicles in the event of an emergency. He took my identify and numbers and copied them down and returned them. He said his source document was bolivian bar 121 which he said was the same as our FARS. I do not believe he was correct. Could someone immediately take care of this today so no one else runs into any problems. He tried to get me to sign a document in spanish which I refused due to not fully understanding.

Title: PROCS AND POLICIES FOR FUELING ACFT WERE INCONSISTENT WITH BOLIVIAN REQUIREMENTS.
Narrative: ON THE GND IN LAPAZ, BOLIVIA, I WAS APCHED BY A SAFETY INSPECTOR OF BOLIVIA ABOUT VIOLATIONS TO ACR IN FUELING OUR ACFT. THE VIOLATIONS ARE 1) FLT ATTENDANTS ARE REQUIRED TO BE IN SEATS ADJACENT TO ALL EMER EXITS IF IN TRANSIT PAX ARE ABOARD AND HE SAID THEY WERE NOT. 2) PAX MUST BE IN THEIR SEATS WITH THEIR SEAT BELTS UNFASTENED WHICH HE SAID WAS NOT DONE PROPERLY. 3) THERE WAS NOT ADEQUATE SPACE BTWN THE BAGGAGE CARTS AND THE FUEL TRUCK TO ALLOW FREE PASSAGE OF EMER VEHICLES IN THE EVENT OF AN EMER. HE TOOK MY IDENT AND NUMBERS AND COPIED THEM DOWN AND RETURNED THEM. HE SAID HIS SOURCE DOCUMENT WAS BOLIVIAN BAR 121 WHICH HE SAID WAS THE SAME AS OUR FARS. I DO NOT BELIEVE HE WAS CORRECT. COULD SOMEONE IMMEDIATELY TAKE CARE OF THIS TODAY SO NO ONE ELSE RUNS INTO ANY PROBS. HE TRIED TO GET ME TO SIGN A DOCUMENT IN SPANISH WHICH I REFUSED DUE TO NOT FULLY UNDERSTANDING.
