Narrative:
First officer landed aircraft (DC8-61) on runway 22R at iln. Braking action reported as fair by aircraft (DC9). Touchdown was on speed and well within the touchdown zone. Per company procedure, at 80 KTS I assumed control of the aircraft. Full anti-skid braking/reverse was held until airplane was down to a slow taxi speed (4000 ft runway left). At the end of the runway, I slowly turned left onto the taxiway turnoff (A5). About 1/2 way into the turn, the nosewheel lost all effectiveness and we started sliding right. Applied full left brake, no help. Nosewheel ended up 100 ft into grassy area off the taxiway, mains remained on pavement. Estimated speed on taxiway was 1-2 KTS. No damage to aircraft or airport.

Title: AFTER LNDG, ICE AND SNOW, BRAKING RPTED FAIR, EXITING END OF RWY AT SLOW SPD, NOSEWHEEL SLID OFF TXWY.
Narrative: FO LANDED ACFT (DC8-61) ON RWY 22R AT ILN. BRAKING ACTION RPTED AS FAIR BY ACFT (DC9). TOUCHDOWN WAS ON SPD AND WELL WITHIN THE TOUCHDOWN ZONE.
